The labor situation in Taiwan is beginning to show some improvement. The unemployment rate dipped below 5% in August, for the first time since September, 2000. Prior to the downturn of 2000-2001 the unemployment rate generally averaged less than 3%.

The secular shift in the unemployment rate has been due entirely to conditions in the goods producing industries where employment is still some 6% below the levels reached in September, 2000. The improvement in the overall employment situation is due to the almost steady rise in employment in the service producing industries month after month.
