The unemployment rate for September in Hong Kong fell to 8.3% from 8.6% in August. The reduction, however, was due to a decline the labor force. Employment actually declined by 0.25%..Data on the labor force and employment tend to be lagging indicators. This is especially the case in Hong Kong where the data are reported as the average of the three months ending in the quoted month. Thus the figures for September are averages for July, August and September.In July and August, Hong Kong was just beginning to recover from the outbreak of SARS (Severe acute respiratory syndrome). Tourist arrivals, which are a good indicator of the impact of SARS on the economy, were just beginning to increase in July and August from the depressed levels of the second quarter.
